Governor-General Sir Patrick Allen observes as Senator Ambassador Audrey Marks takes the Oath of Office and the Oath of Allegiance during a swearing-in ceremony held at King’s House on Monday, March 17, 2025. Senator Marks has been appointed Minister without Portfolio in the Office of the Prime Minister, with responsibility for Efficiency, Innovation and Digital Transformation.

Senator Audrey Marks has outlined her aim to foster a seamless digitalisation of Jamaican businesses and government services.

Marks stated that Jamaica is at a pivotal moment in national development, and as such, the digital revolution and the need for a more agile and responsive government should be addressed with urgency, innovation, and determination.

“I’ve been tasked firstly with implementing government efficiency, cutting through unnecessary red tape that hinders progress. We all know that while our fiscal discipline has strengthened Jamaica’s economy, some administrative hurdles are slowing down critical investment and infrastructure development,” she said.

Marks also underscored that her mandate includes identifying and eliminating inefficiencies, modernising the regulatory framework, and ensuring that Jamaica becomes a place where doing business is seamless, timely, and competitive on the global stage.

“We’ll take a hands-on approach to problem-solving, engaging stakeholders across sectors to drive meaningful reforms that work for our people and businesses alike. In addition to driving government efficiencies, we recognise that digital transformation is not just a policy priority; it’s a necessity for national progress,” she continued.

Marks further expressed her acceptance of Prime Minister Andrew Holness’s task to streamline processes for efficiency and economic development (SPEED).

“I fully embrace the prime minister’s mandate to move with even more speed. My commitment is to sprint towards the digitalisation of government services, making it easier and more convenient for Jamaicans to access essential services without unnecessary delays and bureaucracy.

“My experience in the private sector has taught me that technology when effectively deployed can be a game changer on delivery efficiency, transparency and economic growth,” she added.

This mandate, Marks highlights, will allow her to focus on two stakeholder issues, which she holds dear to her heart. “First entrepreneurs, by creating an environment that fosters innovation and celebration of entrepreneurship [and] facilitating small businesses to actualise their potential to be the bedrock of Jamaica’s growth spurt.

“Second, I am equally delighted that with this mandate we can even more effectively respond to our Jamaicans abroad. They are an invaluable asset; their expertise, knowledge, and investment potential must be fully harnessed.”

Marks further exclaimed that the government has been a solutions-oriented actor which believes in action over bureaucracy. “We understand that Jamaica’s future depends on decisive leadership, strategic reform, and a relentless drive to get things done. We will continue to work tirelessly, going above and beyond to ensure that our country accelerates its path to sustainable growth and prosperity,” she said.
