Cannabis Licensing Authority reaffirms commitment to traditional ganja farmers and clarifies licensing process

The Cannabis Licensing Authority (CLA) wishes to reaffirm its commitment to supporting traditional ganja farmers and other stakeholders who are seeking to participate lawfully in Jamaica’s regulated medical cannabis industry.

The Authority recognises the historic role of traditional ganja farmers and the importance of ensuring that accurate information is available to those who wish to transition into the legal industry. The CLA welcomes stakeholder engagement and supports public education initiatives that help farmers better understand the opportunities and obligations within the regulated framework.

However, the Authority wishes to clarify that registration by any third party, organisation, political representative, community group or intermediary does not constitute an application for a cannabis licence, does not amount to approval by the CLA, and does not guarantee that a licence will be granted.

The licensing process is governed by law and requires applicants to submit the relevant forms, supporting documentation and fees, after which the application is reviewed in accordance with the established regulatory process. Where applicable, applicants must also satisfy pre-licensing site inspection requirements and any conditions outlined by the Authority before a matter is submitted for final decision.

The CLA further advises that no individual or organisation outside of the Authority is empowered to guarantee a licence or bypass the due diligence required under the licensing framework. Each application must be assessed on its own merits, based on the applicable legal, regulatory, operational and compliance requirements.

Over the next two weeks, the CLA will increase its public education activities across its digital platforms to provide clear guidance on licence categories, application requirements, compliance expectations and the official steps for engaging the Authority.

The CLA remains committed to lawful, transparent, fair and proportionate regulation. The Authority will continue to work with traditional farmers, community stakeholders, industry participants and government partners to support the responsible development of Jamaica’s legal cannabis industry.
