Recently, Chinese President Xi Jinping was invited to attend the 31^st APEC Economic Leaders’ Meeting in Peru, and the 19^th G20 Summit in Brazil. This is President Xi’s first trip to Latin America after the 20^th National Congress of the Communist Party of China, and has significantly strengthened the unity of the Global South and enriched the practice of building a community with a shared future for mankind. The international society is closely following the trip and President Xi’s important remarks. It is highly appreciated that President Xi once again sent out a clear message to resolutely uphold multilateralism at the crossroads of human history, open up new opportunities for global development and contribute China’s plans for the progress of humanity.

It outlines the focus of global governance reform. The global governance system is lagging behind the shifting international balance of power. Challenges such as the North-South gap and the digital divide still need to be addressed. As a major multilateral platform that pools regional and global power, the G20 is responsible for contributing to the reform of global governance. President Xi expounded comprehensively, during the G20 Summit, China’s view of global governance, calling for building economy characterized by cooperation, stability, openness, innovation and eco-friendliness, and announcing China’s eight actions for global development. The important initiatives have responded to the strong will of the Global South to pursue equality and drive change, and have defined the right direction for improving global governance to bring security to a confused world.

It sends a strong message about China’s bright future.

President Xi elaborated on 3^rd Plenary Session of the 20^th Central Committee of the Communist Party of China, and outlined China’s important measures to promote high-quality development and high-level opening-up through talks and meetings, public addresses and written speeches. He emphasized that China has launched several important reform measures, striven to develop new quality productive forces and is therefore confident of achieving this year’s development goal. China will remain firmly committed to green development. While maintaining economic stability, China continues to pursue high-quality development and accelerate the transformation toward new and green industries. Reform and opening up is a historic process in which China and the world achieve development and progress together. Promoting high-standard opening-up demonstrates China’s determination to work with other countries to achieve common development and win-win outcomes.

It holds high the banner of peaceful development and cooperation. 

Ten years ago, the ark of the initiative to build a community with a shared future between China and Latin American and Caribbean countries set sail. Over the last 10 years, the initiative has achieved fruitful results from vision to implementation, and from blueprint to reality. China is the region’s second-largest trading partner and the largest trading partner of many countries in the region. China has signed free trade agreements with five countries and engaged in high-quality Belt and Road cooperation with 22 countries in this region, including Jamaica. China and Jamaica are both members of the China-LAC family and the Global South. Cooperation between our two countries has yielded fruitful results in various areas. Large-scale cooperation projects by Chinese companies in Jamaica have played an important role in promoting local economic development and improving people’s lives. China stands ready to further deepen political mutual trust, strengthen pragmatic cooperation, and intensify people-to-people exchanges with Jamaica, and jointly write a new chapter for the wonderful story of unity, self-strength, development and prosperity of the Global South.

No mountain or ocean could separate people with common aspirations. 2025 will mark the 10th anniversary of the official launch of the China-CELAC Forum, during which China’s relations with LAC are about to reach a new peak. China would like to take this as a golden opportunity to continue to promote cooperation, advance development and overcome challenges together with Jamaica, other regional partners and the Global South community, to serve as the core driving force for open development, the construction team of global governance, and the staunch force for peace, and to make new and greater contributions to jointly building a community with a shared future for mankind.
