
Thirty years of sustained investment and measurable results define the Bauxite Community Development Programme (BCDP) as it enters its eighth phase in 2026.
Since its establishment in 1996, the programme has completed seven phases, strengthening economic opportunity, community leadership and institutional capacity across Jamaica’s bauxite-producing regions.
Managed by the Jamaica Bauxite Institute (JBI), the BCDP was created to reinvest earnings from the bauxite and alumina industry into communities affected by mining operations. Its mandate is clear: support sustainable income and employment initiatives while improving social and physical infrastructure in rural areas connected to the industry.
To date, the programme has invested nearly J$1 billion across Manchester, St Ann, St Catherine, St Elizabeth and Clarendon, impacting close to 100 communities. Investments have prioritised agriculture, infrastructure upgrades, community development, skills training, social enterprise and support for community-based organisations (CBOs).

Central to all interventions is equipping communities to remain resilient and economically viable beyond the lifespan of mining activity.
Programme structure and governance
The BCDP operates through two primary funding channels:
- Community project component, which supports initiatives implemented through bauxite community councils, registered CBOs, and projects identified through community needs assessments.
- Member of Parliament (MP) Facility, under which MPs representing constituencies impacted by bauxite operations receive allocations for approved community projects. Constituencies heavily affected by mining, refinery, port or rail activities receive J$4 million, while those marginally affected receive J$2 million. During Phase VII, total allocations under this facility amounted to J$62 million.
Oversight is provided by a steering committee comprising JBI board directors and members of the BCDP management team. An advisory board offers strategic guidance, approves projects and disbursements, and reviews progress reports to ensure accountability and alignment with programme objectives.
Projects are selected through consultations with community stakeholders and MPs and are assessed based on demonstrated need, proximity to mining operations, redevelopment potential of mined-out lands, income-generating capacity, human capital development potential, and overall project viability.

The programme is supported by six dedicated staff members, with additional technical assistance provided by JBI officers. Five positions are funded directly from programme resources. Historically, management, administrative and operational costs account for between 30 and 40 per cent of allocations.
Phase VII results
Phase VII commenced in September 2020 following a J$300 million drawdown from the Capital Development Fund and concluded in August 2024.
Approximately J$220 million was expended across the five bauxite parishes, including J$102 million for agricultural development, J$80 million for community infrastructure, J$35 million for scholarships and related contributions, and J$3 million for training and small enterprise support.
Phase VIII: Expanding opportunity
Phase VIII is now underway, supported by J$400 million received in December 2025, with the official launch scheduled for Wednesday (March 4). In addition to ongoing support for community proposals and MP allocations, major initiatives under this phase will include:

- Greenhouse and water harvesting systems under REDI II
- Agro-park development in St. Ann and Manchester
- Continued support for poultry farmers and small-scale agricultural producers
- The Rural Education Upliftment Programme (RE-UP) to enhance school infrastructure and technology
- A community education and training programme
- A citrus revitalisation programme in Manchester
- A community health improvement programme to upgrade health centres
- Expanded small enterprise development support
As it marks three decades of operation, the BCDP remains committed to building resilient communities, expanding livelihood opportunities, and advancing inclusive, sustainable development across Jamaica’s bauxite-producing regions.
