The Integrity Commission has determined that Dr. Andrew Wheatley, Minister without Portfolio in the Office of the Prime Minister, is to be charged with illicit enrichment and other serious offences.

 The issues surrounding possible tax non-compliance, together with the charges of illicit enrichment and other serious offences, raise significant concerns about accountability, transparency, and the integrity expected of those entrusted with public office.

Public office is a sacred trust. From both a constitutional and biblical perspective, those entrusted with authority are called to exercise that authority with integrity, transparency, and accountability. These are not merely legal obligations; they are moral responsibilities that sustain public confidence and strengthen democratic governance.

On August 22, 2023, the Most Honourable Prime Minister stated publicly that, as far as he had been informed, no one in his political party had been written to in relation to illicit enrichment investigations. However, the Integrity Commission’s report indicates that Dr. Wheatley was informed via an Integrity Commission notice on May 18, 2022, that he was under investigation for illicit enrichment.

The apparent inconsistency between the Prime Minister’s statement and the Integrity Commission’s findings requires a full and credible explanation. Jamaicans are entitled to the truth. The church is calling for clarity regarding what was known, when it was known, and whether the appropriate disclosures were made.

In keeping with the principles of good governance and public accountability, Dr. Wheatley should step aside from office pending the resolution of these proceedings. Such action would not be an admission of guilt, but a necessary step to protect the integrity of the Cabinet and the Government while preserving public confidence.

If Dr. Wheatley chooses not to step aside, the Prime Minister should relieve him of his ministerial responsibilities.

This matter is significant because it will test Jamaica’s soul and our commitment to integrity, accountability, and equal standards in public life. If a Cabinet Minister facing such serious allegations remains in office without consequence, we would send a dangerous message: that the rules which bind ordinary citizens do not equally bind those entrusted to make and uphold them.

This will set a precedent. It will either strengthen public trust or deepen national cynicism. The Church community therefore, calls on our leaders to act with courage, wisdom, and moral clarity, and to ensure that the precedent set is one that protects public confidence and serves the good of Jamaica.

The Jamaican people demand clear answers, decisive leadership, and assurance that the highest standards of public service are being upheld. Jamaica deserves nothing less.
