The Government of Jamaica, through the Ministry of Industry, Investment and Commerce (MIIC), Jamaica’s Business Ministry, and the Cannabis Licensing Authority (CLA), an agency of MIIC, today officially launched key amendments to the Dangerous Drugs (Cannabis Licensing) (Interim) Regulations, aimed at expanding access and participation in Jamaica’s regulated medical cannabis industry. The amendments mark a significant step in strengthening the regulatory framework whilst creating more inclusive opportunities for small farmers, entrepreneurs, and community-based groups.
The updated regulations introduce new permit categories, namely the Cultivator’s (Transitional) Special Permit and the Special Community Permit, providing structured pathways for traditional ganja farmers and community groups to enter and transition into the regulated industry. The changes also streamline processes and reduce barriers to entry, while improving operational conditions through extended authorisation periods, standardised security requirements to lower start-up costs, and provisions to support delivery services for retail operators.
Speaking at the launch, Minister of State in the MIIC, the Honourable Delano Seiveright, MP, underscored the Government’s commitment to inclusive economic growth within the sector. “The cannabis industry is more than just an emerging market. It is a vehicle for economic empowerment, job creation, scientific advancement, and social equity. For generations, many have advocated for an inclusive approach to cannabis. And today, we are not only listening we are acting.
Our government is committed to building a regulatory framework that is transparent, efficient, and supportive of businesses. We aim to strike the right balance: ensuring public safety while fostering working to remove unnecessary barriers and create an enabling environment where entrepreneurs, farmers, researchers, and investors can thrive.”
Chief Executive Officer of the CLA, Farrah Blake, emphasised that the amendments reinforce the integrity of Jamaica’s regulatory system and support responsible industry participation.
“These amendments represent an important step in strengthening a regulatory system that is both structured and responsive to the needs of the industry. At the CLA, our priority is to ensure that participation in Jamaica’s cannabis sector is safe, transparent, and compliant, while also being accessible to a wider cross-section of stakeholders.
By enhancing our regulatory framework, we are supporting responsible growth, building trust, and creating a more enabling environment for the long-term development of the industry.” The amendments are expected to improve access to the legal medicinal cannabis industry, creating new opportunities for farmers and entrepreneurs while supporting the transition of traditional cultivators into the regulated market. They also strengthen the credibility and trustworthiness of Jamaica’s regulatory environment, ensuring that growth within the sector remains structured, compliant, and sustainable.
