ICER chair for keynote address at regional energy regulatory conference

Chair of the International Confederation of Energy Regulators (ICER) David Morton is down to deliver the keynote address at the 20th Annual Conference of the Organisation of Caribbean Utility Regulators (OOCUR) in Jamaica next month.

Set to be held from October 26–29 at the Jewel Grande Montego Bay Resort & Spa, the conference brings together regulators, utility professionals, sector experts, policymakers, academics, and service providers from across the Caribbean and North America for a collaborative exchange of ideas and solutions. 

Morton will speak on the theme of this premier event for utility regulators, which is, ‘Navigating Caribbean Regulatory Challenges: Opportunities, Innovations and Collaborations’.

His address will highlight global regulatory trends, the importance of international cooperation, and strategies for building resilient utility sectors across the Caribbean.

Morton Professional background

A professional engineer with over 45 years of experience, Morton combines business, engineering and accounting background, experience in utility regulation and thorough knowledge of energy policy with an in-depth understanding of how a utility commission operates and the issues and challenges it faces. Apart from being the current ICER Chair, he is also a member of the Board of Directors of the Western Electricity Coordinating Council.

Morton is an Executive in Residence and member of the Advisory Board of Positive Energy, a University of Ottawa research programme that aims to strengthen public confidence in energy policy, regulation, and decision-making. He is also an advisor to the Public Utilities Board of the Province of Manitoba and heads up the Canadian Energy Reliability Council, an educational organisation that highlights reliability issues in Canada’s energy system.

He was a Commissioner with the British Columbia Utilities Commission (BCUC) for almost 13 years, first appointed in December 2010, and appointed Chair and CEO in 2015. Morton remains actively engaged in national and international energy and regulatory associations and regularly participates in speaking engagements and international training opportunities to regulators around the world.

He is the former Chair of the Canadian Association of Members of Public Utility Tribunals (CAMPUT), and was the recipient of CAMPUT’s 2023 award for Excellence and Innovation.
