
Commissioner of the Royal Turks and Caicos Islands Police Force, Jamaican Fitz Bailey, has been elected as the Second Vice President of the Association of Caribbean Commissioners of Police (ACCP).
The election took place during the ACCP’s Intersessional Meeting, held from December 3 to 5 at the Sheraton Miami in Miami, Florida, USA. Commissioner Bailey’s appointment underscores his leadership and commitment to advancing regional collaboration on law enforcement matters.
The ACCP brings together Commissioners of Police from across the Caribbean to strengthen cooperation, share best practices, and address common challenges in policing and public safety. This new role positions Commissioner Bailey to contribute further to the strategic direction of the Association, fostering stronger partnerships among Caribbean nations in the fight against crime and the promotion of community security.
With over 40 years of policing experience focusing on crime reduction, organisational modernisation, and strategic leadership, Commissioner Bailey holds expertise in counterterrorism, organised crime, financial fraud, and community-based policing initiatives, with a proven record of crime disruption and operational reforms across multiple police divisions and created the Jamaica Constabulary Force’s Case Management System.
After 37 years of service to the Jamaica Constabulary Force, Bailey left Jamaica for the Turks and Caicos Islands, where he was appointed acting Police Commissioner in November last year and confirmed as the top cop earlier this year.
