JCF makes leadership changes at CTOC after cocaine find

The Jamaica Constabulary Force (JCF) has announced several leadership changes at its Counter-Terrorism and Organised Crime (C-TOC) branch.

The move comes two weeks after two parcels of cocaine were found in C-TOC’s storage facilities without proper documentation, violating established procedures and a week after Police Commissioner, Dr Kevin Blake ordered the immediate removal of the Firearm and Narcotics Investigation Division (FNID) from the oversight of C-TOC, which was triggered by the arrest and charge of Police Inspector, Martin Walker, who is attached to C-TOC and held with a large catch of cocaine in his motor vehicle on Thursday January 8, 2026.

In the leadership change, Assistant Commissioner of Police, Dr Anthony McLaughlin, has been reassigned from  CTOC, and will now lead the Forensic Services Branch. Senior Superintendent Christopher Brown will fill the vacant role as the head of CTOC. Meanwhile, Superintendent Victor Barrett has been transferred from CTOC to the Crime and Security Portfolio.

In addition, a superintendent has also been transferred to CTOC from FNID. The changes take effect today, Monday, February 2. Commissioner Blake says the adjustments form part of an effort by the High Command to refresh leadership and strengthen management and supervision. On January 23, 2026, Commissioner Blake directed that FNID operate independently, removing it from the command of C-TOC. 

This action was taken after two parcels of cocaine were found in C-TOC’s storage facilities during an audit of its storage facilities, initiated by Deputy Commissioner of Police Richard Stewart. This discovery occurred after the arrest and charging of C-TOC Inspector Martin Walker in relation to a 5.8-kilogram cocaine seizure. 

A broader investigation into C-TOC’s storage practices is ongoing. This change represents a significant structural adjustment within the JCF, intended to enhance accountability.
