JFJ wants prompt, fair probe of sex harassment claims against MP Dwayne Vaz

Jamaicans for Justice (JFJ) has expressed profound concern over the “serious allegations” of sexual harassment made against Dwayne Vaz, Member of Parliament for Central Westmoreland.

“While JFJ would not ordinarily comment on specific individual incidents, the fact that these allegations involve an elected legislator who is empowered to debate and vote on the laws of the land, including those related to gender equality, workplace protections, and the prevention of harassment, compels us to speak on the broader principles of accountability and the need for the law to be properly applied.

“The claims, which have entered the public domain through statements by Councillor Julian Chang, highlight the urgent need for robust, transparent mechanisms to address such serious matters,” JF said.

Chung, the Councillor for the Savanna-la-Mar Division, and Vaz are both members of the People’s National Party.

She made the allegations against Vaz during a radio interview on Monday. In response to the allegations, Vaz said he has no comment.

The PNP Women’s Movement has since reached out to Chung and expressed confidence that the party will fully investigate the claims.

The Sexual Harassment (Protection and Prevention) Act, 2021 (the “Act”) defines sexual harassment as any unwelcome sexual advance that is offensive, humiliating, interferes with work/education, or creates a hostile environment.

It applies to workplaces, educational institutions, services, accommodation, and similar settings, requiring responsible parties to prevent harassment, investigate complaints promptly and fairly, protect against retaliation, and provide redress procedures.

JFJ added: “In light of the Act, JFJ urges the PNP, to the extent that it has not already done, to immediately conduct its own prompt, thorough, and impartial internal investigation of the allegations, upholding accountability, transparency, and fairness for all. Political bodies must model national legal standards.

JFJ encourages Councillor Chang to, if she has not already done so, file a formal complaint through the appropriate channels under the Act, where applicable. This step enables the full application of the law, access to available remedies, and protection of rights.

“While we note that Mr Vaz has publicly denied the allegations, JFJ maintains that only a comprehensive, impartial, evidence-based investigation can establish the facts. JFJ takes no position on the veracity of the allegations or culpability of any party, as due process must be afforded to all.

“Jamaicans for Justice reminds the public that sexual harassment is a grave violation capable of causing significant harm, and public discourse on such allegations must scrupulously avoid any form of victim-blaming. Simultaneously, the presumption of innocence remains a fundamental principle of justice, entitling the accused to a fair and impartial process. We again take the opportunity to urge the PNP to ensure that it actively and impartially investigates these allegations without choosing sides, as this will help cultivate a culture in which harassment is neither tolerated nor downplayed.
