The Government of Jamaica has announced the appointment of Kedesha R Campbell Rochester as permanent secretary in the Ministry of Energy, Telecommunications and Transport.

Campbell Rochester brings to this role over 15 years of progressive leadership experience in governance, policy execution, and institutional reform, making her exceptionally well-suited to guide the ministry’s strategic priorities. A transformational leader, she is widely recognised for her ability to modernise systems, strengthen accountability, and deliver measurable results that advance national development.

As director of a major national development programme for more than eight years, Campbell Rochester demonstrated vision and innovation, introducing advanced Monitoring and Evaluation systems and embedding Results-Based Management practices to create a culture of performance excellence. 

Her career reflects a proven ability to lead in complex organisational structures, coordinate multi-stakeholder initiatives, and align operational delivery with strategic objectives. With expertise spanning programme oversight, fiscal management, institutional strengthening, and cross-sector collaboration, Campbell Rochester is well-positioned to provide the Ministry with strong, principled leadership.

She holds a Master of Science in Project Management from the University of Salford and a Bachelor of Arts in History and Political Science from The University of the West Indies, Mona, complemented by advanced training in Corporate Governance and General Management.

Beyond her executive responsibilities, she has served on several national boards, including ODPEM, UDC, and JSIF, where she has led sector committees shaping Jamaica’s development agenda. An Officer of the Order of Distinction and a Justice of the Peace, Campbell Rochester exemplifies integrity, sound judgment, and an unwavering commitment to public service.
