The shooting death of Ms Latoya Bulgin by a member of the Jamaica Constabulary Force in the community of Granville, St James, on Sunday, May 17, 2026, is deeply troubling and should raise several concerns among all well -thinking Jamaicans at home and in the diaspora.
The CCTV footage of the actual shooting, immediately before and afterwards, being circulated on social media raises serious questions about the use of lethal force by members of the security forces, an issue that several communities and families across Jamaica have complained about in recent times. The unfortunate demise of Ms Bulgin, a citizen of Jamaica, must stir us to action and immediately implement the use of body-worn cameras by members of the security forces.
The handling of Ms Buglin’s body after she was shot was disturbing, especially since she was thrown in the back of a police jeep in the presence of other community members. This conduct falls below the respect that should be afforded to our citizens by members of the Jamaica Constabulary Force. We therefore call upon the High Command of the Jamaica Constabulary Force to ensure that the established protocols and procedures governing these sensitive situations are consistently adhered to and properly enforced by members of the Force.
We encourage community members who witnessed the incident on Sunday to cooperate with INDECOM and provide a statement. The statement of witnesses is critical to the quest for justice. We encourage members of the community to support each other, the family of Ms Bulgin and that of the young man who was fatally shot by the police some weeks ago
