Police officer pays colleague $400k in mediation settlement following wounding

One police officer has paid close to half a million dollars in compensation to a colleague, bringing an end to a criminal case stemming from a 2024 altercation in Papine, St Andrew.

The Independent Commission of Investigations (INDECOM) reported that Constable Ricardo Fray was charged with wounding with intent and malicious destruction of property after allegedly injuring a district constable during the December 6, 2024, incident. The charges were laid after an investigation and a ruling from the Office of the Director of Public Prosecutions (ODPP).

When the matter came before the Kingston and St Andrew Parish Court, both officers agreed to pursue mediation. That process ended with Constable Fray agreeing to pay $400,000 to the complainant. Once the payment was confirmed, prosecutors offered no evidence, and the case was discharged.

INDECOM noted that between January 1, 2024 and July 31, 2025, sixty-four officers have been ruled for charge based on its investigations.

More than 40 officers have already been charged and brought before the courts, while 23 cases remain with arrests pending.

The agency also disclosed that 214 police-involved fatalities are under investigation for the period January 1 to September 5, 2025. Ninety-seven of those deaths occurred during police planned operations.
