An investigation into the release of a video showing the Cocoa Piece massacre suspect, Rushane Barnett, will conclude within four weeks, says the Ministry of Justice.
In the six-minute video, Barnett was questioned and seen stripping to his underpants.
The public release of the video has raised concerns of breaches in the Justice of the Peace (JP) Act and the violation of rights and dignity of a person in custody.
According to the ministry, “checking on the wellbeing of accused/detained persons is an appropriate role and duty of specified JPs; however, videotaping is most inappropriate and should not be done. In addition, it is inappropriate for JPs to be present during the examination”.
This investigation will determine if there were breaches in the Justice of the Peace Act and to recommend what actions should be taken if found.
The Committee of Inquiry was agreed on following a meeting involving Minister of Justice Delroy Chuck and the Custodes Rotulorum.
