Rose Hall Developments Limited (RHDL), which is a licensed provider of potable water and sewerage treatment services primarily in St James, has submitted a Tariff Application to the Office of Utilities Regulation (OUR).

This reapplication for the same water and tariff rates was submitted in accordance with RHDL’s licences and regulatory requirements.

RHDL serves 58 customers in the second city of Montego Bay, St James, within the categories of residential, commercial, and schools in the parish. It has designed the new tariff framework to accommodate future service expansion.

The tariff submission outlines RHDL’s proposed rates for water and sewage services to its customers. Key features of the tariff proposal include:

  • Tiered volumetric rates for potable water and sewerage, differentiated by customer category.
  • Benchmarking to NWC tariffs, with automatic updates one month after changes in NWC rates.
  • Service charges based on meter size, aligned with NWC’s service charge structure.
  • Price Adjustment Mechanism (PAM) to preserve revenue integrity against inflation, exchange rates, and electricity costs.

Pending regulatory approval, this application will supersede RHDL’s earlier Annual Price Adjustment Mechanism (ANPAM), slated to take effect from May 12, 2025.
