After nearly twenty years on the run, a 61-year-old man wanted for a 2006 shooting in St Thomas has finally been arrested and charged.

He has been identified as Collin Mowatt, otherwise called ‘Tumpa’ or ‘Tumpa Dragon’. Mowatt was slapped with charges of shooting with intent, wounding with intent, illegal possession of firearm and illegal possession of ammunition on Wednesday, February 26, and is booked to appear before the court this Thursday, March 6.

The police report that about 1:30 pm on Tuesday, January 24, 2006, Mowatt approached a woman with two firearms and shot her before fleeing the parish. In December 2025, police in St Ann intercepted Mowatt in connection with another firearm-related case. 

Further investigations and forensic evidence led detectives to execute a warrant for Mowatt in the 2006 shooting. Commanding Officer for St Thomas, Deputy Superintendent of Police (DSP) Rohan Ritchie, lauded the police in apprehending Mowatt after so many years on the run.

“We often hear the cliché of ‘the long arm of the law,’ and in this instance, that arm reached back twenty years. The cohesive, collaborative and decisive efforts of the Jamaica Constabulary Force, stretching across divisional borders, remain on full display as we continue to build upon the public’s confidence,” Ritchie said.

He commended the hardworking St Thomas CIB team, whose diligent investigation and action ensured these charges were finally laid.
