Beijing: As the National People’s Congress (NPC) of China marks its 75th anniversary, the yearly sessions reflect not merely a year of advancement but also an emerging vision for their future. 

The previous year’s sessions saw significant engagement, with 271 motions introduced by delegations and 3,800 recommendations made by deputies, showing the engaging spirit of China’s legislative procedure. 

Zhao Leji, chairman of the 14^th NPC Committee, commenced the session by declaring that there were 2,872 participants present. 

In the presentation, Premier Li Qiang, of the State Council, offered a thorough review of the government’s efforts in 2023, a crucial year for its alignment with the guiding principles from the 20th National Congress of the Communist Party of China (CPC). Amid a complex international scene and the necessity for domestic reform and stability, China, guided by the resolute leadership of the CPC Central Committee with Comrade Xi Jinping at its heart, has steered through external pressures and internal challenges with significant determination and unity.

The year 2023 was characterised by notable achievements in various areas.

Economically, China’s GDP witnessed an impressive growth of 5.2 per cent, surpassing 126 trillion yuan and reinforcing its position among the world’s most rapidly growing major economies. The generation of 12.44 million urban jobs and a stable average urban unemployment rate of 5.2 per cent further highlighted the country’s strong economic recovery. The Consumer Price Index (CPI) experienced a modest increase of 0.2 per cent, maintaining a balanced macroeconomic environment.

Substantial progress was made in modernising the industrial system, with traditional industries undergoing fast transformation and strategic emerging industries experiencing vigorous growth. The introduction of the C919 airliner and a domestically-built large cruise ship are evidence of China’s industrial innovation and manufacturing capability. The nation’s advancement in scientific and technological innovation, showcased by progress in national laboratories, the development of core technologies, and breakthroughs in fields such as AI and quantum technology, has significantly boosted its innovation-driven development capacity.

The deepening of reform and opening up the country to the outside world has been another area of remarkable progress. Institutional reforms at both central and local government levels, efforts to construct a unified national market, and the enhancement of the Belt and Road Initiative’s global influence underline China’s dedication to a more open and integrated economy. Moreover, the record grain output and the stabilisation of energy and resource supply have laid a stronger foundation for secure development.

Environmental improvements and the assurance of people’s well-being have also been central to the government’s endeavours. The increase in per capita disposable income, narrowing income disparities, and enhanced subsidies in key areas of social welfare reflect a deep commitment to improving the quality of life for all Chinese citizens.

Reviewing the challenges of 2023, including the global economic slowdown, geopolitical conflicts, and domestic pressures from the COVID-19 pandemic recovery, China’s achievements are a significant step in strategic foresight. The government’s focus on macro-regulation, targeted policy implementation, and the promotion of high-quality development have been instrumental in navigating through economic uncertainties and laying down a solid foundation for future growth.

As China steps into 2024, it does so with a clear set of objectives and policy orientations, guided by Xi Jinping’s “Thoughts on Socialism with Chinese Characteristics for a New Era”. The emphasis on pursuing progress while ensuring stability, deepening reforms, expanding domestic demand, and promoting high-quality development sets a comprehensive roadmap for achieving the goals of the 14th Five-Year Plan and advancing national rejuvenation.

The future ahead, though filled with challenges, is rich with opportunities that could lead China to enhanced prosperity and a significant role on the global stage. With the National People’s Congress (NPC) at the helm, guiding and fostering progress, China seems to be on its path to becoming a fully modernised country, driven forward by the collective will and vision of its people.

Agriculture and Food Security

Recognising the critical importance of agriculture and food security for a nation with a vast population, China is set to refine mechanisms to protect cultivated lands and enhance the productivity of high-standard croplands. Local governments are tasked with a shared responsibility to safeguard national food security, emphasising the need for self-reliance in food supply. This approach includes bolstering efforts to prevent a resurgence of poverty, supporting the development of competitive local industries, and promoting employment in areas previously affected by poverty.

Rural Revitalisation

China’s commitment to rural revitalisation is evident in the push for comprehensive reforms, including the rural land system and the extension of land contracts, aimed at boosting rural economies and improving living standards. Investments in rural infrastructure, from utilities to digital services, are geared towards transforming the countryside into a vibrant and attractive place to live and work.

Urban-Rural Integration, Bridging the Development Gap

According to Li Qiang during his speech, ‘Per capita disposable income of residents increased by 6.1 per cent, and the income gap between urban and rural residents continued to narrow. The gains of poverty elimination were consolidated and expanded, with per capita income in rural areas that have been lifted out of poverty growing by 8.4 per cent.’

The pursuit of integrated urban-rural development is a key priority, with strategies to grant urban residency to rural migrants, enhance county economies, and promote new urbanisation models. This approach not only aims to improve the quality of life for all residents but also to drive regional economic growth through the development of city clusters and metropolitan areas.

Regional Development, Leveraging Comparative Advantages

China’s regional development strategy focuses on leveraging the unique strengths of different areas to promote balanced and high-quality growth across the country. Initiatives to revitalise the western regions, accelerate the development of the central regions, and modernise the eastern regions are complemented by efforts to support economically disadvantaged areas and ethnic minority regions.

Ecological Conservation

In line with its principles, China is committed to advancing ecological conservation and green development. This includes comprehensive measures to improve air and water quality, soil contamination control, and the conservation of ecosystems. The promotion of green and low-carbon economic growth further highlights China’s dedication to harmonising economic development with environmental protection.

As China moves forward with its strategic plans for 2024, the emphasis on sustainable development, rural revitalisation, urban-rural integration, regional growth, and ecological conservation reflects a holistic approach to national progress. By addressing the interconnected challenges of development, security, and environmental sustainability, China aims to forge a path towards a prosperous future, characterised by harmony between humanity and nature.

Sustainability and Carbon Neutrality

China’s active and prudent approach towards peaking carbon dioxide emissions and achieving carbon neutrality represents a significant commitment to global climate efforts. By enhancing carbon accounting, developing a carbon footprint management system, and expanding the national carbon market, China aims to foster a sustainable and environmentally responsible energy system. This, coupled with the development of renewable energy sources and the strategic management of coal consumption, illustrates a balanced approach to meeting energy needs while advancing environmental sustainability.

Social Well-being: Ensuring Prosperity for All

The government’s people-centred development philosophy is comprehensive in ensuring its measures to stabilise employment, improve healthcare, and enhance social services. By prioritising employment, vocational training, and income growth, along with advancing medical and health services, China seeks to build a solid foundation for prosperity and social harmony. Efforts to bolster social security, care for vulnerable groups, and enrich cultural life further reflect a commitment to improving the quality of life for all Chinese citizens.

Li stated, “We will strengthen workplace safety and disaster prevention, mitigation, and relief efforts in local communities and improve our emergency response capabilities. A three-year drive will be launched to address the root causes of workplace accidents and ensure production safety.

“We will effectively protect the lawful rights and interests of women, children, senior citizens, and people with disabilities. We will strengthen and improve our work related to overseas Chinese and protect the lawful rights and interests of Chinese nationals abroad, returned overseas Chinese, and relatives of overseas Chinese nationals in China. A historic mission lies ahead of us, and we will endeavour to create a brighter future. Let us rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, hold high the great banner of socialism with Chinese characteristics, and follow the guidance of Xi Jinping Thoughts on Socialism with Chinese Characteristics for a New Era.”
