WiPay GovPay 2.0 upgrades and improves ROOFS Grant Payouts

WiPay has introduced GovPay 2.0, a major upgrade to the platform powering the Government of Jamaica’s ROOFS Programme, delivering a new standard for how large-scale grant disbursements are executed across the country.

For years, the biggest challenge in national payout programmes has not been funding, but the experience on the ground. Long lines, overcrowded locations, and uncertainty around collection have defined the process for beneficiaries. GovPay 2.0 changes that.

With a structured, AI-assisted approach to scheduling and access, WiPay has transformed the disbursement model into a coordinated, predictable system – bringing immediate relief to beneficiaries and operational control at a national scale.

At the core of the upgrade is WiPay’s AI-driven scheduling system, which actively manages the movement of beneficiaries across the payout network. Instead of large crowds arriving at the same time, individuals now receive SMS instructions with assigned dates, times, and locations for collection. The result is a controlled flow of people, significantly reduced congestion, and faster service across all sites.

“This is where the real shift happens,” said Kibwe McGann, CMO of WiPay Group. “We’ve moved from simply distributing funds to managing the entire experience around it. When people no longer have to guess, wait for hours, or deal with overcrowding, the system starts to work the way it should.”

WiPay has also expanded national access through a strategic partnership with Lasco Financial, adding more than 100 locations across Jamaica. This significantly increases reach and ensures that beneficiaries can access funds closer to home, particularly in underserved communities.

In parallel, GovPay 2.0 introduces more efficient payment pathways. Beneficiaries can now complete verification in advance, reducing processing time at collection points, or receive funds directly into their bank accounts through direct deposit— eliminating the need for physical visits altogether.

The scale of the programme underscores the importance of this shift. Billions of dollars in grants have already been disbursed under ROOFS, with the majority of beneficiaries successfully accessing their funds.

With GovPay 2.0, that experience is now faster, more organised, and built to operate reliably at a national scale.

While similar disbursement efforts have historically struggled with crowd management and execution, WiPay’s approach directly addresses the core issue— how people move through the system.

 By combining digital verification, intelligent scheduling, and an expanded physical network, GovPay 2.0 delivers a level of coordination that has not previously been achieved at this scale.

For beneficiaries, the impact is immediate and tangible: shorter wait times, clearer communication, and a more dignified process.

For Jamaica, it represents a step change in how public funds are delivered — positioning WiPay’s GovPay platform as the benchmark for modern, data-driven government disbursement. The system also accommodates existing ROOFS beneficiaries who hold original grant QR codes (v1). These individuals can enter their existing code on the Ministry’s website and receive a scheduled appointment time, ensuring a seamless transition into the new, structured disbursement model without disruption.
