
Two police constables were found not guilty of assault charges in the Portland Parish Court after they paid over $200-thousand in compensation to a man whom they allegedly assaulted last year in Portland.
Constables Carlos Douglas and Wayne Wilson had been placed before the Portland Parish Court on August 12, for the charge of assault occasioning actual bodily harm, following an investigation by INDECOM and a ruling from the Office of the Public Prosecutions (ODPP).
The incident occurred on November 23, 2024, during a spotcheck request by three officers along West Street in Portland. CCTV footage proved useful in the investigation, as the video evidence corroborated the complainant’s report of use of force against his person, which the officers omitted from their report of the incident. The officers were not charged or faced any action for failing to report the assault.
The INDECOM investigation into the 2024 assault of the complainant culminated with the discharge, by the Court, on Tuesday, December 9, 2025, following a successful mediation exercise. The outcome of the mediation was an acceptance by the complainant of compensation of $200,000.
Subsequent to the successful mediation by a Court-appointed Probation Officer, and confirmation of payment to the complainant, the Crown offered no evidence, and a formal verdict of not guilty entered.
