The Minister of Labour and Social Security, Karl Samuda, says that the Ministry has received the first draft of the new Occupational Safety and Health Bill.
“Further drafting instructions have been issued to the office of the parliamentary council. While we are awaiting a second draft, the Ministry continues to work assiduously to have the bill finalised and submitted to Parliament for its deliberation,” he said.
Samuda was delivering his presentation in the 2023 Sectoral Debate in the House of Representatives today (April 26).
It’s a tough and complex Bill and it’s very knotty in parts and will need a certain amount of consensus to move us forward. The Bill is very technical but we are getting there.

He said that the “enactment of the Occupational Safety and Health law is a long standing matter which spans over 20 years,” noting that it is of great importance as it seeks to promote and protect the safety and health of all workers within the workplace.
Samuda said that the legislative priorities of the Ministry remain of great concern and acknowledged the work of Zavia Mayne, State Minister in the Ministry of National Security who “was part of the inter-ministerial committee that examined the Occupational Safety and Health Act”.
“We are trying very hard. It’s a tough and complex Bill and it’s very knotty in parts and will need a certain amount of consensus to move us forward. The Bill is very technical but we are getting there,” said Samuda.
