‘PATH transformation will create an equitable society’

Pearnel Charles Jr., the minister of labour and social security, is actively promoting the Programme of Advancement Through Health and Education (PATH), through regular public town halls across various parishes.

Important to the programme’s transformation is that the social security ministry hears and effectively addresses the current challenges with PATH. 

The town halls serve as an opportunity for the Ministry of Labour and Social Security (MLSS) to actively engage with key stakeholders, including PATH beneficiaries, principals, guidance counsellors, teachers and community-based organisations such as the Red Cross and the Child Protection and Family Services Agency (CPFSA), among others.

This collaborative approach is instrumental in making immediate adjustments to tailor the programme to the needs of the most vulnerable population through the holistic transformation of PATH.

Speaking at the town hall held yesterday at the Montego Bay Cultural Centre in St James, Charles noted that the overarching goal of the MLSS is to effectively serve its beneficiaries and help them acquire a better future. 

“We can not determine the circumstances that we are born into, but as a Government, we are here to help our beneficiaries determine their next steps and work together towards building a more equitable society. So ultimately, whether an individual is born into a family where they have support or not, we aim to create an environment where they have a fair chance to be all they can be,” he explained.

The MLSS is committed to carrying out a fair overhaul of PATH by improving the structure, systems and timeliness of service delivery. This will ensure that the best programme is designed for our society, demonstrating the government’s dedication to improving the lives of its citizens.

“The overhaul of PATH involves making the necessary changes so that the programme meets the demands and changes of our time. We intend to improve beneficiaries’ standards by providing opportunities for a better quality of life,” Charles stated.

Additionally, the ministry has heard the concerns about the programme and the need for effective technology to analyse data. It has since taken the necessary steps to enhance how they administer support.

While speaking at the recent town hall, Charles outlined: “One of the most important aspects of the transformation of PATH is ensuring that the programme is sustainable and effective for every participant despite their different circumstances. We want to ensure that the reformed PATH adequately supports persons where they are. This will equip beneficiaries with the tools they need to break the cycle of social immobility and achieve economic advancement.”

To achieve this, the social security ministry intends to form new and stronger partnerships and create a more inclusive model for PATH, ensuring the programme effectively identifies and serves those deserving of support.
