‘Radical’ overhaul planned for Jamaica’s sole oil refinery

RFP issued requiring bids for “radical” redesign and modernization of key and support business processes

An evaluation is due to begin next quarter to help transform Jamaica’s sole state refinery, Petrojam Limited into “a best in class” petroleum company.

To this end, Petrojam, which operates the island’s 35,000 barrels per day b/d refinery has launched a Request for Proposal (RFP) to bring about improvement to the business processes at the company, located on Marcus Garvey Drive in Kingston. The RFP is for the “radical” redesign and modernization of key and support business processes to improve efficiency and effectiveness.

Qualified and experienced consulting firms have been invited to submit proposals to improve business efficiency and effectiveness at all levels across the organization. Offers are due by August 14, according to the procurement notice.

Bid details

Petrojam Oil Refinery

International bidders while not required to submit a Jamaican Tax Compliance Certificate (TCC) and Public Procurement Commission Certificate at the time of bid submission, but if successful may be required to demonstrate tax compliance in their country of registration prior to the contract award. Where any aspect of the services will be performed in Jamaica, the bidder is required to provide Petrojam Limited with a valid Jamaican TCC. 

Local bidders, if successful are required to submit a Jamaican TCC at the time of contract award. Bids shall be valid for a period 180 calendar days after the bid closing date. 

Bids must be submitted online via www.jojep.jpv.jm no later than Monday, August 14, 2023, at 2:00 p.m. Jamaica time. Petrojam is currently not meeting its key performance indicator targets and this RFP is intended to find a suitable bidder to modernize the plant to make it more efficient and cost-effective.

The consultancy work is scheduled to begin in November and wrap up in May next year. The work will be divided into assessment and strategy-building phases.

Among the deliverables is an action plan which will include operational goals, an implementation timetable and cost estimates.

New General Manager appointed

Telroy Morgan, general manager, Petrojam

In the meantime, the board of Petrojam has appointed Telroy Morgan as General Manager, effective August 1. He replaces Winston Watson, who has been General Manager since 2007, having taken over from Floyd Grindley, who was forced to resign having been implicated in the multi-million dollar Petrojam fraud scandal.  

Morgan, a 28-year industry veteran currently serves as the company’s Strategic Planning and Business Support Manager. He was previously Petrojam’s refinery Production Manager.
