
The Jamaica Constabulary Force on Tuesday (December 9) promoted two senior cops to the rank of Assistant Commissioner of Police (ACP).
They are Gary Francis and Dwight Powell. ACP Powell works out of the administration and support portfolio, while ACP Francis heads the Police Emergency Communications Centre (PECC). Their promotions underscore the JCF’s commitment to investing in the development of people, quality and technology, as the force continues to transform to better serve the country.
In the meantime, 23 senior officers drawn from Jamaica and across the region have graduated from the National Police College of Jamaica’s (NPCJ) advanced diploma in command, leadership and management, marking yet another milestone in the ongoing effort to strengthen leadership capacity within public safety organisations.

The graduation ceremony, held on December 5, at the NPCJ, signals the continued investment by the JCF and its regional partners in building a cadre of capable, future-ready leaders equipped to navigate the shifting realities of crime, public safety, and organisational transformation.
The cohort, which completed the rigorous one-year programme, comprised 20 members of the Jamaica Constabulary Force, including 11 superintendents and nine deputy superintendents, alongside one superintendent from the Royal Anguilla Police Force, one superintendent from the Jamaica Fire Brigade, and an assistant superintendent from the Department of Correctional Services. The programme combined contemporary theoretical knowledge with practical frameworks tailored to today’s policing realities.

Officers examined current security trends, inter-agency coordination, and the demands of operational decision-making in high-pressure environments.
Real-world case studies exposed participants to the challenges of managing resources, leading diverse teams, and responding to complex incidents. Emphasis was also placed on professionalism, communication skills, emotional intelligence, ethical command practices, and the ability to balance internal organisational demands with the expectations of the communities they serve.

Each module was aligned with the competencies required of senior officers operating in a rapidly evolving security landscape. The programme aims to ensure that those entrusted with senior leadership roles possess a holistic understanding of governance, organisational leadership, administrative processes, and operational readiness.
