Member of Parliament for Central Westmoreland and Deputy Opposition Spokesperson on Road & Works, Dwayne Vaz, is rejecting claims that the Opposition is seeking to undermine the Government’s SPARK Programme.

Vaz said the People’s National Party has no intention of undermining the programme, stressing that its focus is on accountability and delivery.

“We are not here to undermine anything. We are here to ensure that what was promised to the people of Jamaica is actually delivered. Jamaicans deserve real, measurable outcomes, not shifting narratives,” Vaz stated.

He highlighted concerns raised by Members of Parliament regarding the treatment and compensation of workers under the programme. “We have received reports from workers who say they are being paid below the minimum wage. These concerns cannot be ignored. Many workers are not paid through formal systems like payslips or direct deposits, so the type of proof being demanded may not exist. That does not invalidate their experiences,” he said.

Minister with responsibility for works, Robert Nesta Morgan, during his address at the post-Cabinet press briefing on Wednesday, January 28, 2026.

Vaz also rejected claims that the Opposition is envious of the programme’s success, pointing instead to inconsistencies in the Government’s messaging. “At the outset, the commitment was 10 roads per constituency, and MPs were given a final list reflecting that. In the Minister’s most recent statement, he indicated six roads per constituency. Which is it?” Vaz questioned.

He added that current delivery appears to be falling short of both figures. “Based on what we are seeing, fewer than three roads per constituency have been addressed on average. That is well below what was promised and even what is now being claimed,” Vaz said. He maintained that the Opposition will continue to demand transparency and proper oversight.

“This is not about politics, it is about people. It is about ensuring that public funds are used effectively and that communities benefit in a meaningful way,” he concluded.
