Explores investment and expertise at Inaugural Event in Jamaica
We WHISTLE Global (WHISTLE) convened global diaspora leaders in Montego Bay on Wednesday, June 17, to explore how Caribbean talent, capital, influence, and expertise can be more effectively coordinated to accelerate Jamaica’s and regional development.
The group’s inaugural Jamaica event, SIGNAL Jamaica, was co-hosted by S Hotel Montego Bay and featured discussions on investment, healthcare innovation, entrepreneurship, and cross-border collaboration. Panellists shared examples of current initiatives in Jamaica and examined opportunities for greater engagement between local and diaspora stakeholders.

The WHISTLE community shared how they leverage their expertise, influence, and networks to help solve challenges, unlock opportunities, and contribute to long-term development during a panel discussion. Jamaican Raymond Levy, Founder and President of Total Medical Management, LLC, spoke about mobilising both his network of more than 200 doctors, nurses, pharmacists and other medical personnel to support Jamaica’s recovery efforts following Hurricane Melissa.
MTE Group President Ative Ennis and Williams and Associates Investments Managing Director Leo Williams were also amongst the panellists. The discussion was led by Michelle Ottey, Principal Investment Officer at IFC, International Finance Corporation.
“One of the opportunities before us is creating more pathways for collaboration among people who are already making an impact in their respective fields and finding ways to work together toward shared goals,” said WHISTLE Co-Founder Stacey Luces, who also spoke on the panel.
Held during the Eleventh Biennial Jamaica Diaspora Conference, the WHISTLE event provided a forum for diaspora professionals, investors, and local stakeholders to discuss healthcare, investment, entrepreneurship, and regional development. Participants explored a common theme: while Caribbean talent and expertise are abundant, greater coordination across borders represents one of the region’s most significant opportunities for future growth.
This is WHISTLE’s initial step toward building stronger connections between leaders, investors, entrepreneurs and experts committed to the Caribbean’s long-term development. Other strategic partners for the event included Jamaica National and S Hotels, committed to entrepreneurship, innovation, and economic opportunity.
