This is how the National Payments Company of Jamaica’s ROOFS Grant works

In the aftermath of Hurricane Mellissa, many Jamaicans will need financial assistance to get them back on their feet.

WiPay’s ROOF Grant in conjunction with the Government of Jamaica, is an effective solution.

At a high level, ROOFS uses a controlled digital voucher method delivered to approved beneficiaries by text message and QR code. Each voucher is unique, linked to the beneficiary’s record, and can only be redeemed at registered locations within the programme network.

Many homes across Jamaica were destroyed by Hurricane Melissa.

 At redemption, the cashier verifies the beneficiary’s identity using valid Government of Jamaica ID and TRN, and the transaction is recorded in real time. This creates an auditable trail for reconciliation, reporting, and oversight, while allowing beneficiaries to access support quickly through locations that are already active in communities.

WiPay’s role is the technology and operational delivery partner for the voucher issuance, redemption workflow, reconciliation, and reporting. WiPay does not determine eligibility, approve beneficiaries, or set grant amounts. Those programme decisions remain with the relevant Government authority.
