Policeman sentenced for breaching INDECOM Act

A member of Jamaica Constabulary Force (JCF) has been sentenced to pay $350,000 or 30 days imprisonment for breaching the Independent Commission of Investigations (INDECOM) Act of 2010.

He is Constable Onardo Walker, who was charged with breaching section 33 (b) (ii) of the INDECOM Act for failing to comply with a lawful requirement of the Commission. A sentence was handed down on Wednesday in the Corporate Area Criminal Court in Half-Way-Tree.

When he last appeared in court on November 25, 2025, Constable Walker pleaded guilty to the offence. He was first placed before the court on February 23, 2021, following an investigation by INDECOM and a ruling from the Office of the Director of Public Prosecutions.

INDECOM commenced an investigation into an allegation of assault which occurred on July 28, 2018, in Lawrence Tavern, St. Andrew. During the investigation, Constable Walker was identified as one of the first responders on the scene and was served with a Section 21 Notice by an INDECOM Investigator to provide a statement to the Commission. 

Despite numerous requests, Constable Walker failed to comply with the Notice to provide the statement. All officers are reminded that failure to comply with any lawful requirement of the Commission, without lawful justification or excuse, constitutes an offence.
